Bill plays the role of Dr. Helgesson, an prominent psychiatrist and the head of mysterious Project Lenity.

Officially, his goal is to eliminate crime and terrorism by controlling the portions of the brain that lead people to acts of violence. He is there to bring peace to the New World Order, and therefore eliminating terrorism is of the utmost importance. His approach is to tackle this via education.
